黄土高原小流域可持续综合治理探讨

摘    要: 遵循可持续发展战略,研究小流域综合治理内涵的基础上,提出了建设生产能力高、天蓝、水清、地绿、景美小流域的方法;介绍发展小流域循环经济、节约资源、保护环境的多种循环经济模式;分析黄土高原小流域现有治理状况,总结出8种生产发展、生活富裕、生态良好的小流域综合治理模式。认为可持续的小流域综合治理应该促成工农兵学商全社会参与,以形成国家、集体、个人、外资等多元化、多渠道投资的小流域综合治理的新格局。

Abstract:It is important to follow the sustainable development strategy and circular economy on the small watershed management. This paper presents a method to manage comprehensively the small watershed with a beautiful landscape and high productivity. Eight circular economic models were introduced to develop the economy, save the resources, and protect the environment of the small watersheds in the Loess Plateau. The effects of the integrated management of the small watersheds were evaluated with an evaluation index system in this study. Public participation and multi-channel investments, including those from the government, collectives, individuals, and foreign countries were also encouraged to develop the watersheds continually.
