| 摘 要： | 通过对小城镇特色的研究，总结出我国小城镇在综合防灾减灾规划领域内存在的各种问题，提出了在小城镇综合防灾减灾规划编制中，应遵循合法性、合理性、完整性、可行性、公众参与等原则，通过总体策略、系统策略和动态策略的运用来构建小城镇“因地制宜、以统为首、以减为主、以防为辅”的综合防灾减灾规划模式。

| Abstract: | Several problems in the comprehensive plan of disaster prevention and mitigation through the study on town characteristics were summed up.In the compile of the comprehensive plan of disaster prevention and mitigation for town,five principles should be abided,which are legality,propriety,integrity,feasibility,and public participation principle.The overall strategy,systems strategy and dynamic strategy should also be considered in the plan compilation. |
