宁夏大力发展旱作节水农业的重要意义与发展思路

结合宁夏农业发展的实际，有针对性地分析了大力发展旱作节水农业对解决水资源短缺、保障粮食安全、促进生态建设及发展农业产业化的重要意义。通过大力扶持推广以秋季覆膜、早春覆膜、全膜覆盖为主的覆膜保墒集雨补灌旱作节水农业技术，抗旱节水和增产增收效果明显，产生了很好的经济、社会和生态效益，真正实现了由被动抗旱向主动调整的转变，由传统种植向特色优势产业发展的转变，走出了一条具有宁夏特色的抗旱节水之路，成效显著。在总结发展经验基础上，明确提出了要完善“两个体系”，实现“三个提高”，进一步扩大覆膜保墒集雨补灌旱作节水技术推广面积，大力发展设施农业、扬黄水延伸高效补灌农业和特色优势作物种植，有效增加旱作区农民的经济收入等“十二五”宁夏旱作农业发展思路及目标。

Great Significance of Development of Dryland Water＇saving Agriculture in Ningxia and Idea for Its Further De- velopment

In combination with the actual situation in agricultural development in Ningxia, a targeted analysis is made on the great significance of developing dryland water-saving agriculture to solving the shortage of water resources, guaranteeing the food security, promoting ecological construction and the development of agricultural industrialization. By support and extension of the dryland water-saving agricultural technology characterized by film-mulching, soil moisture preservation and supplemen- tary irrigation with harvested rainwater mainly as film mulching in autumn, film mulching in early spring and full film mulching, some obvious effects were showed on drought resistance and yield, increase and good economic, social and eco- logical benefits were achieved, the changes from passive drought resistance to active adjustment, from traditional planting to development of characteristic advantage agriculture were fulfilled, an approach of drought resistance and water-saving with Ningxia characteristic has be made out and a significant achievement has be accomplished. On the basis of the summariza- tion of the past development experiences, the objectives and the idea for further development of the dry｜and agriculture in Ningxia during the ＂twelfth five years plan＂ period are put forward clearly： improving ＂two system＂, achieving ＂three up- grade＂, further expanding the extension area of the dryland water-saving agricultural technology characterized by film-mulching, soil moisture preservation and supplementary irrigation with harvested rainwater, greatly developing the green- house agriculture, high efficient agriculture with supplementary irrigation using pumped Yellow River water and the growth of the crops with characteristic advantage and effectively increasing the income of the farmers in dry farming area.
