国土空间规划体系下乡村空间治理与规划实践

在国土空间规划背景下乡村治理作为空间规划的实施手段,需重新认识其作为优化配置资源的基本单元、多方利益磋商和协调三农问题的平台等作用,本研究以西部某地区实用性村庄规划为例,提出建立镇村布局和村庄规划的规划体系,明确村庄分类及用地布局,同时以农村“三块地”改革和国土空间整治修复等政策推动实施,为乡村空间治理和编制乡村地区国土空间规划、实用性村庄规划提供借鉴。

Rural spatial governance and planning practice under territorial spatial planning system

Under the background of territorial spatial planning, rural governance, as the implementation means of spatial planning, needs to be re-recognized as the basic unit of optimal allocation of resources, multi-stakeholder consultation and coordination platform for agriculture, rural areas and farmers. Taking the village planning of a certain area in western China as an example, this study proposes to establish the planning system of town and village layout and village planning, clarify the classification of villages and land use layout, and promote the implementation of rural "three plots of land" reform and territorial space renovation and restoration policies, providing reference for rural spatial governance and the compilation of rural spatial planning.
