摘    要:为合理确定水利工程方案综合评价各指标的权重,提出了用基于加速遗传算法的投影寻踪方法确定各评价指标的分类权重,用基于加速遗传算法的改进层次分析法确定各评价指标的差异权重,综合这2种客观权重得到各评价指标的组合权重,从而构造了水利工程方案综合评价的客观赋权法(OWM)。应用结果表明:OWM利用评价指标样本数据的变化信息比较充分,可识别各指标对综合评价的影响程度,它的计算结果较为客观、稳定、分辨率高。

Abstract:Research difficulty of comprehensive evaluation of water resource engineering schemes now is how to determine with reason weights of the evaluation indexes of water resource engineering schemes. In this paper the classified weights of evaluation indexes can be estimated by using projection pursuit method based on accelerating genetic algorithm (AGA), the scattered weights of evaluation indexes can be estimated by using an improved analytic hierarchy process based on AGA, the combined weights of evaluation indexes can be gained through integrating the classified weights and the scattered weights, the comprehensive index values for evaluating water resource engineering schemes can be obtained according to the combined weights and consistent standardization evaluation index values of water resource engineering schemes, and then a objective weight method (OWM) is constructed for comprehensive evaluation of water resource engineering schemes. The applied results show that the evaluation index samples information is utilized much sufficiently by using OWM, that the decision-making information is more rich and impersonal provided by OWM than by the common projection pursuit methods, that importance of each valuation index can be recognized in comprehensive evaluation of water resource engineering schemes, and that computation result of OWM is objective, stability and distinguishability.
