| 摘 要： | 本文阐述了2004年以来国家将以前实行的由流通环节改为直接补贴农民的粮食补贴政策产生的绩效:即直接增加农民收入,促进粮食生产,确保粮食安全;分析了不与当期播种面积和价格挂钩,而与当期农民实际种植面积和售粮量挂钩,向农民进行粮食直接补贴方式的局限性.提出把农民经营土地的面积和出售粮食的数量结合起来,实行累进补贴的粮食补贴方式的构想.

| Abstract: | The paper firstly expound the performance of the grain producers' subsidies policy since it replaced the distribution subsidies policy in China in 2004,these performance are increasing farmer incomes,promoting grain production and ensuring grain security. Secondly,we analyze the limits of this new subsidies policy considering the actual grain producers' planting acreage and the grain producers selling without taking to account the present seeding acreage and price of grains.
