农民工子女教育问题产生的政策法规因素探究——基于农村青年市民化调查问卷

基于农村青年市民化调查问卷,得出农民工子女面临城乡入托入学两难的境地.认为教育政策及法规执行上缺乏强制性、财政性教育经费投入不足和分担机制不科学、户籍制度限制等是造成农民工子女城市接受教育困难的主要原因.通过以立法形式明确政府责任,保障教育公共产品供给;明确相关法律条文,维护农民工子女平等受教育权;加大政府财政性教育经费的投入,向农民工主要输入地倾斜;建立学龄儿童电子档案,消除二元户籍制度限制;完善政绩考核体系,将教育事业发展纳入考核范畴等措施,探索农民工子女“就地入学”的管理服务路径.

Policies and Regulations Factors for Migrant Workers＇ Children Education Issues——Based on Survey of Rural Young People

Based on survey of rural young people,children of migrant workers come to face the dilemma of urban and rural nursery school.It was thought that the lack of mandatory on implementation of education policies and regulations,financial education funding shortage,sharing mechanism unscientific,household registration system restriction are the main causes of difficulty of migrant workers＇ children receive education in city.Several suggestions were put forward,including through legislation form to definite government responsibility and protect the supply of educational public goods; clear relevant legal provisions and maintain migrant workers＇ children equal right to education; increase government＇s education budget input; establish school-age children electronics file,eliminate the dual household registration system limits; improve the performance evaluation system,the development of education and other measures included in the scope of the assessment,explore children of migrant workers＇enrollment in situ management service path.
