舟山远洋渔业经营体制分析与探讨

在舟山远洋渔业企业经营现状调研的基础上,得出当前舟山远洋渔业体制运行中存在的一些问题,提出渔船融资租赁、渔船作价入股产权脱钩、沿用现在模式加强管理、渔船并购租赁经营4种远洋渔船经营管理模式的探讨方案,并通过研究分析得出其中渔船并购、租赁经营相对合理。最后针对性地提出推动远洋渔业经营体制改革创新的对策:一是加强政策引导,建立合作社、船东会(会员制)多形式组织模式;二是采取有效措施,建立远洋渔业市场价格平准基金和涉外安全风险预备基金;三是按高标准、严要求操作,进一步提高远洋渔业企业资格条件。

Analysis and Discussion on the Management System of Distant Fishery in Zhoushan

Based on investigation of the present situation of distant-water fishery enterprises in Zhoushan,problems of the distant-water fishery system in Zhoushan were found out,four management modes of distant-water fishing boats were proposed,such as renting out fishing boats through finance leasing,using fishing boats in lieu of shares and separating the property right,reinforcing the management by using the current mode and acquiring and leasing fishing boats.And it proved the relative rationality of "reinforcing the management by using the current mode and acquiring and leasing fishing boats" through investigation and analysis.At last,it put forward countermeasures for promoting the reform and innovation of the management system of the distant-water fishing industry in Zhoushan:First Strengthen the guidance in polices,and establish cooperatives,shipowners association (membership) and other organizations;Second,Taking effective measures to create the equalization fund for distant-water fishery market prices and the reserve fund for foreign security risks;Third Raise the bar for the qualification of distant-water fishery enterprises in accordance with high standards and strict requirements.
