摘    要:随着中国工业化的发展,城市化进程加速,我国工业用地规模持续扩大,工业用地资源的合理配置十分重要。探讨土地市场化改革对工业用地出让价格的影响,对于推进中国土地市场的发展和提升工业用地价格的信号引导作用有着重要的理论和现实意义。在分析土地市场化改革对工业用地出让价格影响机理的基础上,利用2008—2015年中国内地30个省级地区的面板数据,构建模型定量测算了土地市场化改革对工业用地出让价格的具体影响。研究发现:(1)工业用地出让市场化程度的提高对工业用地出让价格的提升起到了促进作用,但由于现阶段我国工业用地市场体制不健全,土地市场化改革对工业用地出让价格的影响效应总体比较微弱。(2)地区层面影响效应的区域异质性明显。东、中部地区工业用地出让价格与土地市场化水平均呈现显著正向关系,而西部地区土地市场化改革尚未深入发挥价格的杠杆作用。(3)东、中、西部土地市场化改革进程均在深化,东、中部地区市场发育水平高,推进速度快,而西部地区工业用地市场化改革仍处于被动配合中央政策规定阶段。基于此,提出在继续深化土地市场化改革的过程中,应大力完善工业用地弹性出让年限制,同时建立健全土地空间优化制度,加大对西部地区市场化改革的实施力度,完善相关配套措施。该研究为分析我国土地市场化改革绩效提供经验证据,并为进一步深化工业用地市场化改革提供政策参考。

Abstract:With the industrialization of China,the process of urbanization continues to accelerate,China's industrial land size continues to increase,the rational allocation of industrial land resources is particularly important.Exploring the effect of land market reform on the price of industrial land is of great theoretical and practical significance to promote the development of China′s land market and enhance the signal guidance of industrial land price.Based on the analysis of the mechanism of land market reform on the price of industrial land,this paper used the panel data of 30 provincial area in China from 2008 to 2015 to quantitatively calculate the specific impact of land market reform on the price of industrial land.The results showed that: the improvement of the market price of industrial land played a positive role in promoting the price of industrial land.However,due to the lack of the market system of industrial land in China at present,the effect of land market reform on the price of industrial land was weak.②Regional heterogeneity of regional effect was obvious.The land market reform in the eastern and central regions had a significant positive relationship with the land marketization level,but the land market reform in the western region had not yet played the role of price in depth.③ The land market reform process in the east,middle and west areas was deepening,the market development level of east and central regions was high, promoting speed was fast,but the western region′s industrial land market reform was still in the passive policy with the central stage.Based on this,this paper suggested that in the process of deepening the land market reform,we should vigorously improve the industrial land elasticity transfer year limit,at the same time,establish and improve the land space optimization system,increase the western region market reform implementation,improve the relevant supporting measures.This study provided empirical evidence for analyzing the performance of land market reform in China and provided policy reference for further deepening the marketization of industrial land.
