农村养老服务主体行为取向与行为结果研究——基于河北省C市D村的调查

文章以河北省C市D村为个案,使用实地研究的方法,基于补给养老服务供给还是补给养老需求两个维度,探讨农村养老服务主体中政府部门、家庭、市场以及社区和志愿部门在农村养老服务中的行为取向与行为结果。研究发现,政府部门主要通过政策性福利资金补给老年人养老服务需求。然而,囿于强烈的储蓄意识和家庭责任感,农村老年人将其用于自身养老质量提升上实为有限。此外,家庭、养老市场和传统社区志愿部门在养老服务供给中,存在着供给功能的式微和不足。因此,在加强外在行为引力建设的同时,也需要挖掘农村养老服务主体行为的内在张力。

The Behavior Orientation and Behavior Result of Rural Service Subjects:Based on the Investigation of Village D in C City of Hebei Province

This article takes village D in C city of Hebei Province as a case,using field research method,based on the two dimensions of provide old-age service supply or provide old-age demand,to explore the behavioral orientation and role of government departments,families,markets,as well as community and voluntary departments.We found,government departments mainly supplement the needs of elderly care services through policy welfare funds.However,the rural elderly have a strong sense of savings and a sense of family responsibility,and their use of it to improve the quality of their old-age care is really limited.In addition,households,pension markets and traditional community volunteer departments have weakened and insufficient supply functions in the provision of pension services.Therefore,we propose that while strengthening the gravitational construction of external behaviors,we also need to tap the inherent tension of the behavior of rural pensioners.
