| 摘 要： | 分析了淮安市农民增收的制约因素:农民素质低下,农村基础设施薄弱,农业生产资料价格居高不下,农村工业化水平低;提出了增加农民收入的对策:调整和优化农业产业结构,积极推进农业产业化,提高农民综合素质,加强基础设施建设,大力发展劳务经济,加快小城镇建设。

| Abstract: | In this article many factors which restricted peasant to increase incomes: the low quality of peasant,weak in rural infrastructure,high in the price of agriculture production and low level of industrialization were analyzed.Based on the analysis mentioned-above the following countermeasures: to adjust and optimize the industrial structure of agriculture,to promote the industrialization of agriculture actively and improve the whole quality of farmers,to develop the rural human resources,to strengthen infrastructure construction and establish information technology platform and to develop the service economic strongly and accelerate the process of urbanization were proposed. |
