Abstract:	This paper stated the importance of strengthening the leadership of special management,stressed the responsibility to accelerate progress in implementing the special budget,proposed to strengthen the learning and training of employees,and strived to improve professional qualities,and implemented well in checking before acceptance of the renovations and purchase special items of 2007 and 2008,as well the preparatory work in 2010.
