农业科研基地基本建设中存在的问题与对策探析--以浙江省农业科学院杨渡科研创新基地为例

农业科研基地是农业科学研究的重要载体,是科技创新和现代农业展示的重要平台。随着国家对农业科研基地投入的增加,农业科研基地基本建设项目越来越多,如何管理好基建项目,推进基地建设与发展,已成为农业科研院所的发展重点。文章以浙江省农业科学院杨渡科研创新基地(以下简称"杨渡基地")扩建项目为例,结合实际工作,阐述了杨渡基地近10年来的基本建设情况,分析了基本建设中存在的问题,并有针对性地提出了科学合理规划、配备建设团队、建立科学的基建管理制度和创新工程管理机制、加强基建项目财务管理等加强农业科研基地基本建设的对策。

Analysis of Problems and Countermeasures of the Capital Construction of Agricultural Scientific Research Bases,a Case Study of the Expansion of ZAAS Yangdu Scientific Research and Innovation Base

Agricultural scientific research base is an important carrier of agricultural research and important platform for scientific innovation and modern agricultural display.With the increase of national investment in agricultural scientific research base,there are more and more capital construction projects in agricultural scientific research base.How to manage these projects and promote the construction and development of the base has become the development focus of agricultural scientific research institutes.Taking the extension project of ZAAS Yangdu scientific research and innovation base as an example,the capital construction situation of Yangdu base in recent ten years was analyzed in the paper.The existing problems in the capital construction was expounded in detail,and countermeasures put forward,such as making proper and scientific planing,setting up construction team,constructing scientific management mechanism of capital construction and innovation projects,strengthening financial management of capital construction.
