兰州市土地利用总体规划实施评价

对兰州市1996~2005年土地利用总体规划实施的各项评价指标运用对数模型的效用函数进行量化,并利用主观赋权法对各指标权重进行了测算,最后使用几何平均法形成总评价值.结果表明,兰州市1996~2005年土地利用总体规划实施的单项指标评价值在60.18~98.49之间,总评价值为82.83,虽然单项指标实施情况不均衡,但是规划实施的整体效果良好.这说明土地利用总体规划各项指标的执行与其所产生的社会、经济和生态各方面效益的协调程度较高,土地利用总体规划的执行促进了社会经济的发展.

Implementation evaluation of general land use planning of Lanzhou City

Various assessment indexes of general land use planning of Lanzhou city were quantized with the use of utility function in logarithm model,the weight of every index was calculated by subjective weight method,and finally the general evaluation of estimate was formed by the method of geometric mean from 1996 to 2005.The result showed that the evaluation of estimate of individual index varied in the range of 60.18~98.49 and the general evaluation of estimate was 82.83,which indicated that though imbalance of every individual index,the integral effect was good.By evaluating the general land use planning of Lanzhou City in this decade.It is suggested that the implementation of every index highly assorts with its benefits in society,economy and ecology and finally promotes the socioeconomic development.
