干旱区土地管理与经济、社会的持续发展——以杭锦旗土地利用总体规划为例

我国干旱半干旱地区是全国土地资源开发潜力巨大、土地退化严重、经济十分落后的区域。强化土地管理，改善生态环境，加快干旱半干旱地区经济和社会发展，已成为当前亟需解决的问题之一。认真编制和实施土地利用总体规划是加强土地宏观管理的重要措施。本文以地处鄂尔多斯高原西北部，横跨河套平原、库布齐沙漠和毛乌素沙地的杭锦旗为例，分析了土地利用总体规划与经济社会发展之间的关系。文章从认真贯彻《十分珍惜和合理利用每寸土地，切实保护耕地》的基本国策角度分析了该旗土地利用现状结构，确定规划方针和任务，调整了用地指标。规划的实施进一步加强对全旗土地利用的宏观控制和计划管理，将产生较大的综合效益。结论是：加强干旱区土地管理，能够促进土地资源的科学、高效、持续利用，为干旱区取得更大的经济效益、生态效益和社会效益提供最有力的土地保障，促使区域经济和社会的持续健康快速发展。

ARID LAND MANAGEMENT ANDSUSTAINABLE DEVELOPMENT——AN EXAMPLE OF THE GENERAL PLAN OF LAND ′SULITIZATION IN HANGJIN COUNTY

The arid and semiarid area in our country has tremendous potential .Reinforcing the land ′s management,improving the ecological environment,accelerating the development of economy in the arid and semiarid area has already become one of the urgent problem.Compiling and putting into effect the landuse of general plan is an important step in reinforcing the land ′s general managment.The paper is exampled of HangJin county which lies in the west-north of Ordos Plateua,crossing the HeTao plain,Kubuqi and Mu Us Desert,analyzing the relationship between the general plan of landuse and the development of economic society,,defining and adjusting the guiding principle task of the plan and index in landuse.The implement of the plan will reinforce the general control and management of landuse of the total county.It will aslo produce bigger economic effects .The conclusion will promote the scientific effects,and it will provide more potent land ′ guarantee in getting more economic effects,ecological effects and social effects,it aslo will promote the sustainable development in economy and society.
