| 摘 要： | 兴平平原绿化的林权制度改革,打破制约平原林改的政策性因素,将全市的主干路渠按照不求所有、但求所在的原则,全部划段,面向社会公开进行绿化经营权拍卖、承包、租赁,大大加快了平原地区的绿化。

| Abstract: | The reform of tenure right of collective forest in plain area of Xingping tries to remove the restrictive policy factors and let the tenure right of plantations along the main roads and ditches of the city be bid openly for the right of operation,contract and lease,which in turns speeds up the afforest- ation in plain area of Xingping. |
