用削减过剩渔船法促进我国海洋渔业可持续发展(英文)

当前,越来越多的国家致力于削减过剩的捕捞能力以养护和管理渔业资源,这也是国际渔业管理的普遍趋势。从以下几方面分析了我国实施渔船削减计划的必要性,即:我国的海洋渔业资源已严重衰退,捕捞能力过剩,可作业的海域面积缩小。并就如何实施该计划,提出了以下建议:(1)调整渔业产业结构;(2)严格执行控制捕捞强度的政策;(3)实施渔船报废制度和回购计划。

Reducing the excessive fishing vessels to sustainable exploitation of marine fishery resources in China

Nowadays, more and more countries focus on reducing excessive fishing capacity in order to conserve and manage the fishery resources, and it is a common tendency of international fishery management. This paper analyses the necessity to enforce the scheme of reducing excessive fishing vessels in China as follows: the marine fisheries resources have been depleted; the fishing capacity is excessive and the fishing areas reduced. Based on the analysis, some suggestions are put forward on how to bring the plan into effect: 1. Adjusting the structure of fishery industry; 2. Enforcing the policy of restricting fishing intensity strictly; 3. Implementing fishing vessels de-commission and buy-back scheme.
