宁夏原州区退耕还林总体规划的实施效果评估

以地处黄河上游、黄土高原西北部、水土流失严重并以贫困著称的宁夏原州区退耕还林还草总体规划为例。在进一步实地认识该规划设计的背景基础上,概括出该总体规划的生态、经济和社会目标,然后,通过对获取的6个典型村的73份有效问卷的分析,从生态、经济和社会效益角度探讨了该区退耕还林还草总体规划实施后的效果。发现退耕还林总体规划的实施对于抑制水土流失、改善生态环境、发展后续产业、增加农民收入、稳定农村社会、促进农村经济发展起到了积极作用,效果明显,但仍存在很多需要进一步研究和解决的问题。

The Implementary Effect Assessment of Conversion of Cropland to Forest and Grassland General Planning in Ningxia Yuanzhou District

Ningxia Yuanzhou district as an example of general planning of conversion of cropland to forest and grassland,which is known for poverty and soil erosion and lies in the upper Yellow River and the northwest part of Loess Plateau.It sums up the general planning aiming at the aspects of ecology,economy and society on the base of the further cognition of general planning design on the spots.Furthermore,probing into the effect after putting the Conversion of Cropland to Forest and Grassland Programming into practice from benefits which gets across the analysis of 73 effective questionnaires in 6 typical villages by the gained datum.The implementation of Conversion of Cropland to Forest and Grassland Programming brings active effects to the control of the loss of soil and water,improving the ecological environment,developing the follow-up industries,increasing the peasant's income and accelerating the development of the rural economy,but there are still some problems need to be researched and solued.
