美国转基因生物安全管理体系及其对我国的启示

转基因技术的飞速发展,使我国转基因生物安全管理面临挑战。美国是转基因生物管理体系最完备的国家之一,通过系统分析美国转基因生物的组织管理体系、法律法规体系和风险分析体系,介绍了美国转基因生物安全管理状况。在此基础上提出了健全我国转基因生物安全管理体系的措施：①完善法规体系；②健全技术指南；③完善安全评审制度；④加快监督检查体系建设；⑤建立科普宣传平台。

Safety Administration System for Transgenic Organism in America and its Enlightenment for China

With the rapid development of transgenic technology, there is new challenge in safety administration of genetically modifiedorganisms (GMOs) in China. America is one of the countries with most perfect administration system of GMOs in the world. Inthis paper, we introduced the present status of safety administration in America, through systematic analysis on itsorganization and management system, law and regulation system and risk analysis system. On these bases, we put forward fivemeasures to perfect Chinas safety administration of GMOs as following: ① to complete law and regulation system; ② toprovide technical guidelines; ③ to improve safety review system; ④ to expedite the construction of supervision system; ⑤to establish a platform for popularizing science and technology.
