我国农村集体建设用地市场配置机制研究——以重庆地票制度为例

摘    要:
重庆市在全国率先推出的地票制度对农村集体建设用地市场配置机制具有重要参考价值。通过对地票运行情况的分析,肯定了地票在提高城乡土地利用效率和显化农村土地价值中的重要作用,同时认为存在地票推高房价的可能性及企业竞得地票后"落地"困难的问题,进而提出地票的发展构想,即与目前的土地管理制度进一步衔接,适应城乡统一土地市场的发展需要。
