摘    要:对浙江省近10年来的产业节水效应分析表明,用水效率的提高成为近10年来区域产业用水总量不断下降的主导因素。"十二五"期间,由于最严格水资源管理制度的实施,在用水总量和用水效率指标控制下,建立产业节水效应优化分析模型,结果表明,未来5年区域产业结构调整将成为节水效应的主体。适当降低第一、二产业比例,加快发展第三产业,进一步挖潜农业灌溉节水潜力,以经济结构转型升级促进用水效率的提高,将成为区域产业发展用水的总体趋势。

Abstract:Integrated analysis showed that water use efficiency improvement became the main driving force of water-saving effect in the recent 10 years.A model was established for the three industrial structures analyzing under the conditions of water use amount and water use efficiency control with objective of maximizing water-saving effect.The computation results showed that industrial restructuring would become the main dominant effect in the future 5 years.Thus the whole water use trend was accelerating the third industry development and decreasing percent of primary and secondary industry and,mining the water-saving potential of agricultural irrigation with industrial for water use efficiency promoting.
