Abstract:Hokkaido in Japan and three provinces in northeast China are quite similar in theagricultural development, which were all relatively backward areas in history and are all fa- cing problems of economy, population, environment and sustainable development nowa- days. Through more than 100 years of continuous efforts, great success has been made in Hokkaido which has already become Japan~ s major food and energy base and a tourist resort at the same time. Three northeast provinces in China are the important base of national com- modity grain and agricultural products processing. The main problems of Hokkaido are pro- portion of economic structure, population regional distribution and sources of development power which were thought as the external problems of agriculture. The main problems of Northeast China, however, are the agricultural ecology and environment, irrigation facili- ties, agricultural cooperatives and industrial distribution of agriculture which are believed to be the internal problems of agriculture. Through the comparative study in-depth, this paper provides some suggestions and references to the agricultural improvement for both regions.
