我国海洋资源开发利用问题根源探讨——基于产权的视角

随着我国海洋经济的发展，海洋资源开发利用带来的一系列问题逐步显现。而要实现经济发展与环境相协调、海洋经济的可持续发展，首先就要解决开发利用中出现的问题。本文在对我国现行海洋管理体制进行简要介绍的基础上，指出了我国海洋资源开发利用中出现的主要问题，利用市场失灵与政府失灵的理论确定了问题的解决在于海洋资源的产权，分析了我国海洋资源产权制度的缺陷后认为，一旦明晰我国海洋资源产权，市场失灵和政府失灵就可以迎刃而解，能够保证我国海洋资源开发利用的顺利进行。

Probe into Problem Reasons of China's Marine Resources Exploitation-Based on Perspective of Property Rights

With development of China marine resources exploitation, there appears a lot of problems. To implement sustainable development, they must be solved. First, this paper clarified China＇s marine administrative system and the problems; then found that property rights of marine resources were the root with theories of market failure and government failure; third, pointed out the disvantages of China＇s mechanism of property rights of marine resourced and concluded that once the property rights were clarified, the problems could be solved and resource exploitation could go smoothly.
