| 摘 要： | 为了应对因大气中CO2含量大幅增加而导致的全球气候变暖,通过造林再造林增加森林CO2吸收汇,已成为减少CO2排放之外的一项重要措施.造林再造林项目的碳汇能力会受制于与其相关的碳基线、碳泄漏和碳汇非持久性3个主要因素,因而引出项目碳汇能力的有效性问题.以此3个主要因素作为判别指标,构建造林或再造林项目碳汇能力有效性判别体系,并详细分析各指标的识别与计量技术.最后提出判别造林或再造林项目碳汇能力有效性的方法.
