“多规合一”下城市土地集约利用与城市化耦合协调发展研究——以湖北省鄂州市为例

城市化是工业化发展的必然结果,城市土地集约利用是城市发展的必然要求,城市化与土利用集约利用密切相关。以湖北省鄂州市"多规合一"为契机,研究了2001-2013年鄂州市城市土地集约利用与城市化之间的内在联系。基于二者的交互耦合作用机制,采用熵值法确定权重,并构建了耦合协调发展度模型和相对发展度模型,定量评价城市土地集约利用与城市化的耦合协调发展状况,并将其分为拮抗、磨合和协调三大阶段9类状态。研究表明,鄂州市城市土地集约利用水平与城市化彼此作用,相互促进;耦合协调发展总体态势良好,由拮抗期经磨合期向协调期发展,呈螺旋上升趋势。最后,针对城市化进程中的土地利用问题提出了协调发展的对策与建议。

Research on Coupling Coordination Development between Urban Intensive Land Use and Urbanization on Multiple Plans Integration:A Case Study on Ezhou City of Hubei Province

Urbanization is the inevitable result of industrial development, while urban intensive land use is a necessary re-quirement for urban development,and they are closely related to each other. Taking multiple plans integration as opportunity, this paper studied the intrinsic relationship between urban intensive land use and urbanization of Ezhou City from 2001 to 2013. Based on their interacted coupling mechanism, we used entropy value method to determine the weights, and construct-ed coupling coordination development degree model as well as relative development model. In this way, we can quantitatively evaluate coupling coordination development of urban intensive land use and urbanization, and finally divided the harmonious degrees into the antagonism, the compromise and the coordination, comprising of three states and nine kinds of status. Re-search results show that urban intensive land use and urbanization act and promote each other. The overall situation of cou-pling coordination development is good, and it had experienced three stages, namely, the antagonism period, the compromise period and the coordination period, showing a spiral upward trend. Finally, for the land use issues in urbanization process, we proposed the coordinated development measures and suggestions.
