| 摘 要： | 新型农村合作医疗制度是当前中国农村最主要的医疗保障形式。本文阐述了新型农村合作医疗制度的实施现状，分析了其实施过程中遇到的困境，并针对这些问题，提出了走出困境的路径，即加强宣传、让农民真正了解并接受新型农村合作医疗制度，增强政府责任、加大财政投入力度，提高报销比例、实行三方购买制度，以及尽快把农民工真正纳入城镇医疗保险范围等。

| Abstract: | The new rural cooperative medical-care system is the most important medical security mode in contemporary China＇s rural areas. Its current status is elaborated and practical difficulties are analyzed. Accordingly the countermeasures are proposed as follows. Strengthening publicity to let farmers know and accept it, strengthening government＇s responsibility to increase funding, increasing the percentage of reimbursed expenses,implementing the three-party purchase system, Putting farmers-turned workers into urban medical insurance. |
