| 摘 要： | 农业植物新品种对于区域现代种业和现代农业发展具有重要的基础性、引领性和战略性作用。通过对河北农业植物新品种保护统计分析,围绕战略规划制定、科研约束、税收优惠、补助补贴、实质性派生品种利益反哺、职务新品种权益处置以及品种权社会环境等方面提出了若干改革对策。 |
