| 摘 要： | 农业综合开发是农业和农村工作的重要组成部分，是社会主义新农村建设的重要抓手．也是新时期农业综合开发管理部门的重要职责。农业综合开发作为财政支农的重要组成部分，必须以科学发展观为指针．应自觉服从于和服务于新农村建设需要，始终坚持以人为本，从广大农民群众的意愿、需要和根本利益出发，围绕新农村建设，创新科技，优化模式，深化内涵，做强产业．着力提升农业综合开发建设新农村的能力，积极探索新农村建设路径．使新农村建设不断向纵深发展。
