政府支持、市场化程度与农业技术创新效率——以中部6省为例

为考察政府和市场两大因素对农业技术创新效率的影响，本研究利用超越对数生产函数模型，在将农业技术创新效率细分为科研产出效率和成果转化效率的基础上，运用2000-2014年中部6省的面板数据，对中部6省的农业技术创新效率及其与政府、市场之间的关系进行了研究。研究结果表明，地方政府的财政支持对科研产出效率和成果转化效率都存在积极影响，但是中央政府对地区的农业支持对科研产出效率有一定负面效应。另一方面，整体而言，农业市场化程度对科研产出效率和成果转化效率也存在一定的负面效应。因此本研究认为，在提高农业技术创新效率的过程中，应实行“政府为主，市场为辅”的策略。

The impact of government support,marketization on innovation efficiency of agricultural techniques: A case study of six provinces in the middle of China

Translog Production Function model and the panel data of six provinces in middle China during 2000-2014 were adopted to systematically analyze the impact of government''s support and marketization on agricultural technic innovation efficiency.Agricultural technic innovation efficiency was categorized into scientific research output efficiency (SE) and achievement transform efficiency (AE) to investigate the agricultural technical innovation efficiency in these provinces as well as its correlation with government and market.The results showed that the financial supports by local government had positive effect on both SE and AE.However,the financial supports by central government displayed certain negative effect on TE.Marketization also showed general negative effects on both SE and AE.In conclusion,on the process of improving agricultural technical innovation efficiency,we should choose the strategy of "Government takes the major role while market takes the minor role" in China.
