泸水县天然林资源保护工程实施中存在的问题与对策

泸水县天然林资源保护工程取得了阶段性成效,但尚存在一些问题,如工程实施后农民福利水平有所下降,薪柴消耗指标大幅度下调与当地群众生产生活对薪柴的需求之间矛盾突出,森林管护工作滞后,公益林建设中技术指导和质量监督不利等。藉此,提出大力发展林下资源开发,加大能源建设,加大培训力度,增加森林管护费用,强化造林质量管理等天保工程实施对策。

Problems and Countermeasures of Natural Forest Protection Project in Lushui County

Natural forest resource protection project has achieved stage results in Lushui county, but there are still some problems after the implementation, such as income dropping of farmers, highlighting contradiction between lower fuel wood consumption indicators and local people
s demands, protecting for- ests work lag behind, imperfect supervision and technical guidance for forest construction quality. In this way, countermeasures were proposed to develop forest resources, increase energy construction, enforce training, increase forest management and protection costs, strengthen quality management on implementa- tion of natural forest protection project .
