| 摘 要： | 退耕还林工程建设监理启动难,推广实施缓慢,其中有许多理论和实际问题值得研究。本文就当前退耕还林工程建设监理中常遇到的管理与监理的关系,建设单位与施工单位的界定,监理单位的责任等问题进行了论述,并就如何解决工程建设监理经费等问题提出了建议。 |

| Abstract: | Due to some theoretical and practical problems, it is difficult to start monitoring of the project of conversion farmland to forest, and it is slow to do the job too. This paper has studied some problems on the relations between management and monitoring, construction unit and operation unit , the liabilities of the monitoring unit engaged in the monitoring activities, and put forward some suggestions on the financing problems of the monitoring and so on. |
