| 摘 要： | 水资源是人类生存和国家建设的生命线，水资源问题和人口、环境、能源问题一起被许多国家视为四大危机问题。中国水资源问题可归纳为三类：水资源供需问题，洪涝旱灾，水质污染。据此，提出了从认识上、法律上、体制上、投入上中国水资源可持续利用战略对策。

| Abstract: | Water resources are important for human survival and countries' construction.Water resources problem,together with population,environment and energy problems,are regarded as four crisis by many countries.Water resources problems in China can be classified into three types:water resources demand and supply,flood and drought disasters and water pollution.To solve these problems,this paper put forward some strategic countermeasures to make sustainable utilization of China water resources from the aspects of cognition,law,system and investment respectively.
