论退耕还林的政策缺失及对策措施

退耕还林工程实施7年来,国家采取了一系列有力措施,工程建设取得了阶段性成果。但现行政策仍然存在着诸多缺失,由此引发了退耕还林的诸多问题。文章从公共政策的视角出发,对现行政策及其缺失进行了系统的分析,并提出了政策调整完善的对策建议。

Absence of Policies in Returning Land for Farming to Forestry Project and Its Countermeasures

Within 7 years since bringing returning land for farming to forestry project into effect,our country have been taking a series of measures and acquiring some achievements.But the absence of active policies existed in returning land for farming to forestry project brings a good many problems.This paper makes a systemic analysis on active policy and its absence,and advances countermeasures to adjusting policy.
