| 摘 要： | 阐述了水资源规划中可持续发展的原则、应解决的问题;提出了用水资源承载能力来量化水资源对国民经济的支撑能力,并指出节水是解决水资源问题的最终出路,也是实现水资源开发可持续发展的有效途径。

| Abstract: | This paper describes the principles and problems of sustainable development in water resourcs planning,put forwards a proposal that the bearing capacity of water resources should be used as an index to analyse the capacity of water resources in supporting the national econamy,and water-saving will be the effective way to solve water crisis and to realize the target of the sustainable development of water resources. |
