欧洲森林城市群规划管理经验及其对中国的启示

摘    要:森林城市群建设是以森林为纽带和核心,统筹规划具有相似地理气候特征的城市,以系统的思想构建健康的城市生态系统与自然和谐的人居环境。森林城市群建设是当前解决区域城市生态问题的重要手段,但目前我国发展进入了瓶颈期,迫切需要新思路。文中基于欧洲城市群建设和绿色空间规划经验,如荷兰兰斯塔德的绿心、丹麦哥本哈根的绿楔等,归纳总结欧洲森林城市群绿色协同发展经验,比较分析中欧森林城市群规划管理,在提高城市森林连通性和城市群边缘地带森林斑块完整性、优化森林空间格局以及建立弹性森林生态管理机制等方面可为我国森林城市群建设提供借鉴。

Coordinated Development Model of Forest City Agglomeration in Europe and Its Enlightenment

Abstract:Forest city construction is to take forests as the link and core and make a coordinated planning of cities with similar geographical and climatic characteristics to construct with the holistic philosophy a healthy urban ecosystem as well as a nature-people harmonious living environment. The development of forest city agglomeration is an important means to solve the existing regional urban ecological problems, but its development in China has entered a bottleneck period, and urgently needs new ideas. Based on the experience of urban agglomeration construction and green space planning in Europe, such as Green Heart in Lanstad of Netherlands and Green Wedge in Copenhagen of Denmark, this paper summarizes the Europe’s experience in green coordinated development of forest city agglomeration, and makes a comparative analysis of planning and management of forest city agglomeration between Europe and China. This study would provide reference for the development of forest city agglomeration in China in terms of the connectivity of urban forest, the integrity of forest patches at the edge of urban agglomeration, the optimization of forest spatial pattern and elastic forest ecological management mechanism.
