层次分析法在集体林权改革综合效益评价中应用——基于抚顺市清原县为例

采用层次分析法构建林业综合效益指标体系,通过数据的标准化以及各级指标的权重分析,求得逐年的林业综合效益指数以及经济效益、生态效益、社会效益指数。运用SPSS软件对逐年指数进行方差分析,并采用定性定量指标相结合的方法系统分析了林改前后各因素的变化情况,得出以下结论:林权改革对林业的经济效益影响极显著,经济效益指数增长213.68%,经济效益年增幅9%;林权改革对林业的生态效益影响极显著,生态效益指数增长166.28%,生态效益年增幅为11.62%;林权改革对林业的社会效益影响极显著,社会效益指数增长200.12%,经济效益年增幅为7.24%;林权改革对林业综合效益影响极显著,林业综合效益指数增长188.36%,林业综合效益年增幅为27.52%。

Application of AHP on evaluation of synthetic benefits of reforms of collective forest ownership rights——Based on an example Qingyuan county, Fushun City

In this article, AHP to build index system of comprehensive benefits of forestry, through the standardization of data and indicators at all levels, the weight of the analysis obtained the overall efficiency index of forest every year; as well as economic efficiency, ecological benefits, social benefits index. The use of SPSS software year after year indices analysis of variance, and using a combination of qualitative and quantitative indicators of forest change before and after the method of systematic analysis of changes in various factors come to the following conclusions： （1）forest tenure reform on the economic impact of forestry significantly, economic efficiency index increased 213.68%, 9% economic annual growth rate; （2）forest tenure reform of the forestry ecological efficiency affect a very significant ecological benefits index increased 166.28%, ecological efficiency, the increase was 11.62%; （3）forest right the reform of the social benefits of forestry has been very significant impact, social index increased 200.12%, cost-effective annual rate of 7.24% ; （4）forest tenure reform in forestry significantly affect the overall efficiency, forestry and overall efficiency index increased 188.36%, forestry comprehensive benefit-year increase of 27.52%.
