持续发展已成为解决当前世界上面临的环境与发展问题的指导思想。本文对持续发展概念产生的背景、历史发展过程及其内涵进行综述，并对拜泉县在退化土地上生态系统的恢复所取得的成就进行了评估。分析证明，拜泉县以生态经济学为指导，以本县为单位，采取综合措施，在发展经济的同时，使环境也得到改善，并逐步走向良性循环的道路。拜泉县的经验为我国生态农业县的建设提供了一个成功的模式和可供参考的框架。
