咸宁市优化城乡用地结构研究

以武汉城市圈的湖北省咸宁市为例,在对城乡用地变化特征进行分析的基础上,提出了优化城乡用地结构的方案。结果表明,1996～2005年咸宁市城乡用地总量呈上升趋势;城乡用地存在农村居民点人均建设用地偏高、结构不合理、城市建设用地比例失调、用地集约利用程度低等问题;未来城乡用地总规模将继续扩大,农村居民点用地规模将有所减少。最后,从科学编制土地利用总体规划、加强土地资源管理和建立完善城乡挂钩政策上提出了优化城乡用地结构的措施。

Study on Optimization Structure of Urban and Rural Land Use in Xianning of Hubei Province

Taking Xianning city in Hubei province as an example, this paper analyzed the characteristics of urban and rural land change, and designed the adjustable scenarios of optimizing the structure of urban and rural land consumption. The results indicated that the total area of urban and rural land consumption from 1996 to 2005 had a tendency of increasing, also there were some problems existing in higher rural residential land per capital, lower efficiency in land use, unreasonable land proportion of rural construction, unreasonable urban and rural land structure. Moreover, the paper also provided the measures for optimizing the structure of urban and rural land consumption as making general land use planning, strengthening land resource management and establishing connection of urban and rural construction land.
