论太行山小流域综合治理的优化模式

小流域综合治理优化模式,系指小流域生态经济发展的最佳方式和途径。它应具有稳定、自我调节、演进三个标志,形成一个低耗、高效、稳定、优化的小流域生态经济系统。其建模方法包括综合调查与分析、系统开发与治理规划、防治开发体系与模式设计、组织机构与管理机制四个部分。以小流域生态经济理论作指导,石家庄地区在太行山中段建立了12个综合治理开发试点,均收到了良好的效果。
