| 摘 要： | 城市土地储备是城市土地利用方式、城市用地供应与需求、城市土地调控政策以及城市土地金融运作等相互结合的综合体,由于其涉及的影响因素众多,且相互之间又存在着复杂的联系,所以应用系统论的观点和方法对城市土地储备进行综合分析与考察,是揭示其相互因素作用和影响的有效方法。笔者从城市土地利用变化和城市土地储备运行入手,根据系统分解原理,将城市土地储备系统划分为城市化与城市可持续发展,城市土地供应与土地需求,城市土地储备实施效应和城市土地储备运作4个子系统,以期为深入剖析城市土地储备制度运作提供方法借鉴。

| Abstract: | As an innovative system of land management,the land reservation was established as a result of land-using system reform,urban land market development and country enterprise regeneration.Urban land reservation was a combination of the urban land-using pattern,land supply & demand,land regulation policy and land finical operation.From the view of system science and according to the principle of system analysis,it can be divided into 4 sub-systems,i.e.the sub-system of urbanization and sustainable urban development,urban land supply & demand,land reservation effect and land operation.The connection and feedback among the sub-systems was analyzed. |
