| 摘 要： | 针对乡村造林质量不高的问题，分析了现有常规生态造林管理模式机制，提出了落实土地使用权和林产品收益权，关心未来投资收益，是私营造林成功的主要原因。从连续5年外援项目的实践和造林效果来看，参与式造林方法是乡村群众造林管理机制的创新，符合集体林权制度改革的目标要求，对提高造林成活率和造林质量有显著作用，是适合甘肃农村情况，值得大力推广的先进的造林管理方法。 |
