| 摘 要： | 林长制改革是我国生态文明建设的一项重大决策部署。目前全国各省（区、市）已基本建立林长制组织体系、责任体系和制度体系。文中立足林长制组织体系构建，阐明林长制的起源与内涵，回顾了我国林长制改革创新探索、试点建立、全面推行3个阶段的发展情况，从林长制改革的顶层设计、考核体系、依法治林、管理模式、公众参与激励机制等方面进一步阐述了深化林长制改革需要采取的新举措。

| Abstract: | The forest chief scheme is a reform and a key decision-making in the ecological civilization development. At present, the organizational system, the responsibility system and the institutional system of forest chief scheme have been established in provinces.Focusing on the establishment of forest chief scheme, this paper expounds the origin and connotation of forest chief scheme in China, reviews three development stages of forest chief scheme including innovation measures, pilot projects and full implementation, and elaborates on the measures to deepen the reform of forest chief scheme from the aspects of top-level design, assessment system, law-based forestry administration, management mode, public participation and incentive mechanism. |
