| 摘 要： | 我国现行的森林资源资产评估管理体制已难以适应林业市场经济和森林资源资产评估行业进一步发展的需要，加快森林资源资产评估管理体制的改革已势在必行。本文从系统理论和服务型政府理论出发，明确森林资源资产评估管理体制改革的方向，同时应尽快转变森林资源资产评估主管部门职能，规范自身管理行为，建立健全行业自律管理体系，以促进我国森林资源资产评估行业的健康发展。 |

| Abstract: | The present management system of forest resources'assets assessment is difficult to adapt the need of further development of forestry market economy and forest resources assets assessment bus- iness.It is urgently needed to expedite innovation and reform of the system.The text nails down di- rection of its innovation from system theory and services type government theory.It is necessary to transform function of state administrative department as soon as possible,to stipulate the management actions,to establish self-discipline management system,in order to accelerate wholesome develop- ment of the business pertinent to forest resources'assets assessment. |
