中国农村剩余劳动力转移问题及对策研究

中国是世界上人口最多的农业大国,也是世界上农村人口最多的国家,同时也是世界范围内农村人口就业压力最大的国家,因此研究农村剩余劳动力转移具有极强的现实意义。解决好农村剩余劳动力转移问题,有利于中国经济的发展、城乡差别的缩小、"三农"等问题的解决,有利于中国劳动力资源的合理配置,有利于促进中国由人力资源大国向人力资源强国的转变。深化对农村剩余劳动力转移问题的认识,即农村劳动力自身的文化教育程度低、乡镇企业吸纳能力下降、农业自身发展不足、户籍制度和土地制度制约、劳动力市场不完善等,并根据存在的问题提出相应的对策建议。

Problems and Countermeasures of Surplus Labor Transfer for China＇s Rural Areas

China is an agricultural country with most population and rural population in the world, which brought about greatest employment pressure for rural residents over the world, so it is extremely strong realistic significant to study the transfer ofntral surplus labor. Settling well the problems of rural surplus labor transfer will be good at China＇s economic development, reducing urban-rural differences, solving the problems of agriculture, rural and farmers, and benefit for deploying China＇s human resources reasonably, help to promote China advance from populous country to human material power. The authors deepened the cognition of rural surplus labor transfer problems, such as low degree of rural labor force＇s education, decline in the absorbing capacity of township enterprises, insufficient agricultural development, constraint on household registration system and land system, incomplete labor market, and so on, and put forward the corresponding countermeasures and suggestions according to existing problems.
