乡村治理体系现代化建设的新命题和新路径

治理体系现代化建设是法治现代化建设的重要组成部分,涵盖立法、执法、司法和守法四大重要环节。对乡村法规政策和现实情况进行梳理,厘清进入“后乡土社会”的乡村地区在治理体系现代化建设中面临的现实问题,思考乡村治理体系现代化建设过程中的新使命、新内涵和新场景,并提出我国乡村治理体系现代化建设的新路径。应在“乡政村治”的既有治理体系格局下加强关键领域立法,完善乡村法律制度体系,突出党领导下乡村居民治理主体地位,构建智慧治理机制,加强乡村地区司法保障,完善乡村地区法律服务体系,实现乡村振兴战略布局与共同富裕总体目标。

New Proposition and New Path to Modernization Construction of Rural Governance System

Rural areas are an important scene of China''s socialist modernization construction, and the modernization construction of the governance system is an important part of the modernization of the rule of law, which covers legislation, law enforcement, judicial and law-abiding. By sorting out the regulation policies and realities in the rural area, we can clarify the actual problems of the rural areas in the modernization construction of the governance system in the "post-rural society", consider the new missions, new connotations and new scenes in the modernization construction of the rural governance system, and propose a new path for the modernization construction of the rural governance system in China. Under the existing governance system pattern of "rural politics", we should strengthen legislation in key fields, perfect the rural legal system, highlight the status of rural residents as the main body of governance under the leadership of the Communist Party of China, build a mechanism of intelligent governance, strengthen judicial protection in rural areas, and perfect the legal service system in rural areas, so as to realize the strategic layout of "rural revitalization" and the overall goal of "common prosperity".
