农业企业化经营政策建议——农业企业化创新研究之六

发展农业企业化是一个系统工程,关键是要解决思想认识问题,建议设立全国农业企业化综合改革试验区,争取在更大范围、更高层面上推进农业企业化;必须坚持家庭承包责任制的合理内核,进一步创新农村土地制度;必须发挥各种、各级组织的作用,特别是村"两委"和农民合作经济组织的作用,千方百计提高农民组织化程度;建立农业和农业企业的长效投入机制,重构微观农业投入机制;重视和创新农业企业与农户的利益联结机制。

Research on innovation of agricultural enterprization Ⅵ: Proposal to policy of agricultural enterprization's management

The development of agricultural enterprization is a systematic project.The key to it is to solve the problems of understanding.Experiment site of comprehensive reform of agricultural enterprization throughout the country should be set up to advance agricultural enterprization in a larger scale and higher level.The reasonable core of "Household contract responsibility system" should be adhered to further innovate the institution of new rural lands.All kinds and levels of organizations,especially the "two committees" in the villages and cooperation economic organization of farmers should take more efforts to raise the standards of farmer organization.Long term and effective investment mechanism of agricultural enterprization should be established and micro-agriculture investment mechanism should be reconstructed.Mechanism of interests bonding between agriculture and peasant should be paid more attention and innovated.
