| 摘 要： | 发展民营林业是实现林业跨越式发展的必然选择,促进民营林业发展的关键在于制度创新。当前关于民营林业的制度创新重点在于:要进一步深化林业产权制度改革,充分尊重经营者的自主权,保护经营者的合法权益,切实减轻税费负担,提供必要的信贷支持和生态效益补偿。
