风景名胜区控制性详细规划编制方法初探

随着旅游业的兴盛,风景名胜区在资源保护与旅游开发之间的矛盾日渐突出。总体规划具有宏观特性,难以指导景区的实际建设,国家尚无明确的风景名胜区控制性详细规划（以下简称风景区控规）编制法规;国内许多风景区直接套用城市控规的编制办法来编制风景区控规,依此指导风景区的实际建设必将存在大量问题。从风景区控规编制过程中出现的问题出发,对风景区控规的编制方法、内容体系等进行探讨,让更多的从业人员开始重视风景区控规相关理论的研究,最终促成国家层面的风景区控规规范的出台,使风景区管理者有法可依、有章可寻。

Preliminary Study on the Controlled Detailed Planning Methods of Scenic Area

As the flourish of tourism, the contradiction between resource protection and tourism development is prominent increasingly in scenic area. The master plan is macroscopical, and can＇ t guide the actual construction. There is no clear standard by the national rules of law about the compilation of the Controlled Detailed Planning for scenic area. The compilation of the Controlled Detailed Planning in many scenic areas is done by the method for urban Controlled Detailed Planning. There are enormous problems in providing guidance in practical construction. Based on the analysis of the problem in the compiling of the Controlled Detailed Planning for scenic area, this article will study the compilation methods and content systems in the hope of letting many other practitioners take the theoretical research of the Controlled Detailed Planning for scenic area seriously. This may cause the publishing of the national rules of law about it eventually, and that would surely be helpful for the managers in scenic area.
