江苏地区水生态文明城市建设研究

党的十八大报告将生态文明建设放在了与经济建设、政治建设、文化建设和社会建设同等重要的地位，2013年9月，水利部和江苏省水利厅分别要求建设水生态文明试点城市。基于此，本文以江阴市为例，从水安全、水环境、水生态、水文化和水管理五个方面进行了水生态文明城市建设的探索，提出了保障水安全、改善水环境、修复水生态、彰显水文化和提升水管理的具体措施。效益评估表明，江阴市将基本建成独具特色的水生态文明城市。

Study of Water Ecological Civilized City Construction in Jiangsu

The report of the eighteenth national congress of the CPC taked the ecological civilized construction as important as economic construction,political construction,cultural construction and social construction,2013 september,Ministry of Water Resources and the water resources departm- ent of Jiangsu Province demanded constructing water ecological civilization city.Based on this,th- is paper selects Jiangyin city as a field of research.The paper searches the water ecological civiliz- ed city construction from water safety, water environment,Water ecosystem,Water culture,water management,and puts forward the concrete measures of ensuring water safety, improving water environment,repairing Water ecosystem,highlighting Water culture and promoting water manage- ment.At last,the benefit assessment shows that Jiangyin city becomes water ecological civilized city basically.
