| 摘 要： | 生物物种资源是人类生存和社会发展的基础,是国民经济可持续发展的战略性资源,生物物种资源的拥有和开发利用程度已成为衡量一个国家综合国力和可持续发展能力的重要指标之一。本规划依据国务院国发〔2006〕9号"国务院关于印发《中国水生生物资源养护行动纲要》的通知"和国家环境保护总局环发〔2007〕163号"关于印发《全国生物物种资源保护与利用规划纲要》的通知"等文件制定。 |
